Divided Families Reunification Act and Resolution Have Passed

이산가족 상봉 법안과 결의안이 통과되었습니다

Issue:

The Korean War has not officially ended. The war left millions of families divided for the past 70 years. Among the separated families, approximately 300,000 are living in the United States today. Since 1985, the North and South Korean government has held 21 family reunions. However, Korean Americans who may have family members in North Korea have not been allowed to participate. Many first-generation divided families residing in the U.S. are in their 70s –
90s and time is of the essence for them to reunite with their families.

What we need:

The United States, South Korea, and North Korea need to work together to help Korean American families reunite with their loved ones residing in North Korea.

Divided Families Reunification Act (H.R.826) and Encouraging Reunions of Divided Korean-American Families (H.Res. 294)
On February 8, 2021, Congresswoman Grace Meng (D-NY) and Congressman Van Taylor (R-TX) introduced the bipartisan Divided Families Reunification Act (H.R. 826) which urges the U.S. Secretary of State to consult with his or her South Korean counterpart to identify opportunities for Korean Americans to participate in future reunions, including by video. It also encourages the Special Envoy on North Korean Human Rights Issues to work with the Korean American community to identify those same opportunities.
Also, on April 8, 2021, Congresswoman Karen Bass (D-CA) introduced a resolution encouraging reunions of divided Korean-American families (H.Res. 294).

쟁점 사안:

한국전쟁은 아직 공식적으로는 끝나지 않았습니다. 이 전쟁으로 인해 수백만의 가족들이 헤어져 살고 있습니다. 그 이산가족들 가운데 약 300,000명이 미국에 거주하고 있습니다. 1985년 이래, 남북간 이산가족 상봉은 21회이루어졌습니다. 그러나 미국에 거주하고 있는 이산가족들은 그 상봉에 참여할 수가 없었습니다. 미국에 있는 이산가족의 1세대들 중 많은 사람들은 70-90대로 하루 속히 헤어진 가족과 상봉할 수 있어야 합니다.

우리가 해야할 일

우리는 미국과, 한국, 북한 세 나라가 한인 이산가족들이 북한에 있는 사랑하는 가족과 만날 수 있도록 함께 협력하도록 해야합니다.

2021년 2월 8일, 국회의원 그레이스맹 (뉴욕주, 민주당)과 반 테일러 (텍사스주, 공화당)은 미국 국무부장관에게 한국의
상대 정치인과 의논하여 영상으로 상봉하는 것을 포함하여 미국에 거주하는 한인 이산가족들이 미래의 상봉 행사에
참여할 수 있는 기회를 가질 수 있는지 여부를 의논하도록 촉구하는 비정파적 이산가족 상봉 법안을 발의하였습니다. 이
법안은 북한 인권문제에대한 특별 사절단도 이와 같은 기회를 확인하기 위해 한인 사회와 협력할 것을 권하고 있습니다.
또한 2021년 4월 8일에는 캘리포니아의 캐런 배스 하원의원 (민주당-캘리포니아)이 한인 이산 가족들의 북한 가족들과의 상봉을 권장하는 결의안 (H.Res. 294)를 발의했습니다. 두 법안 모두 미국정부가 한국, 북한 정부와 협조하여 미국내
한인 이산 가족들이 북한의 가족들과 상봉할 수 있도록 방법을 모색하도록 미국 정부에 요구하고 있습니다.
