Beware of Gerrymandering

Redistricting

Every decade, the United States Census Bureau conducts a census to gather information on U.S. residents. After the census, every state in the country undergoes a process called redistricting which redraws the boundaries of State legislative districts and Congressional districts. The redrawing of districts is done to account for shifts in population and community changes based off of the data gathered by the most recent census.
Redistricting has tremendous impacts to both voters and lawmakers. Newly drawn districts can influence who wins an election, how political power is distributed, which communities are represented, and ultimately, which laws are passed. The redistricting process creates a powerful incentive for politicians to manipulate district lines for their personal gain.

Issue – Gerrymandering

Gerrymandering is a practice which intends to manipulate district boundaries to give one political party an unfair advantage over their rivals. Additionally, gerrymandering may sometimes guarantee legislative majorities – and their own job security- that enable political control over policy-making decisions for the next decade.

What We Need:

Generally, districts are drawn based on the following principles:
● Compactness – measure of a district’s geometric shape.
● Contiguity – all parts of the district must be connected.
● Adhering to pre-existing political subdivisions such as city and county lines.
● Preserving communities of interest such as neighborhoods or regions where the residents have common interests.
As a part of Asian American Community, we, Korean Americans, need to keep our community undivided and ensure our voting power does get diluted by gerrymandering. To achieve this, we ask for a fair and transparent redistricting process.

쟁점 사안: 개리맨더링

개리먼더링은 한 정당이 경쟁관계에 있는 다른 정당에 비해 불공평한 이득을 볼 수 있도록 선거구를 조정하는 행위입니다. 이와 더불어, 개리먼더링은 향후 10년 동안 정책 결정을 하는데 있어서 정치적 주도권을 잡고, 의회에서의 지배력- 자신들의 직업의 안정성과 함께-을 보장해 주기도 합니다.

우리가 해야할 일

일반적으로, 선거구는 다음의 원칙에 의거 결정이 되어야 합니다:
● 간편성 – 선거구의 지리적 형태는 간단해야 한다.
● 연속성 – 선거구내의 모든 지역이 연결되어 있어야 한다.
● 시, 카운티 경계와 같은 기존의 행정구역에 부합할 것.
● 거주민들이 공통의 이해/이익을 가지고 있는 동네 또는 지역들과 같은 이익 공동체를 유지할 것

미국에 살고 있는 동양인 공동체의 일부로서 우리 한인들은 우리 지역사회가 분리되지않고 우리가 선거에 미치는
영향력이 줄어들지않도록 유지해야합니다. 그러한 목적으로 우리는 공정하고 투명한 선거구 재조정이 필요합니다.

본인이 거주하는 주의 선거구 조정 과정을 알아보고 지역구의 입법자들에게 여러분의 의견과 우려사항을 전달하십시오.

NY Redistricting 2021

New York Redistricting Changes Amendment (2021)

The New York Redistricting Changes Amendment will be put on the ballot in this year’s November 2, 2021,
General Election. The ballot measure will ask voters whether they support, or do not support, an amendment to the New York constitution that would change how New York conducts redistricting.
The ballot measure asks voters whether they support or oppose:
● (a) change the vote thresholds for adopting redistricting plans when one political party controls both legislative
chambers.
● (b) require that incarcerated persons be counted at the place of their last residence for redistricting.
● (c) require the state to count residents, including people who are residents but not citizens, should the federal census fail to do so.
● (d) remove the block-on-border requirement for Senate districts.
● (e) cap the number of state senators at 63.
● (f) move up the timeline for redistricting and repeal inoperative language.

뉴욕 선거구 조정 변경 개정안이 2021년 11월 2일 예비선거에서 투표에 부쳐질 것입니다. 이 찬반투표는
유권자들에게 뉴욕주가 어떻게 선거구 조정을 하는지를 결정할 뉴욕주 헌법의 수정을 찬반을 묻게 될 것입니다.
이 찬반투표는 유권자들에게 다음의 사항에 대한 찬성 또는 반대 여부를 묻게 됩니다.
● (a) 한 정당이 상 하원을 다 장악하고 있을 경우에 선거구 조정 계획을 채택하는데 있어 법안을 통과시킬 수 있는
찬성표의 숫자를 바꿀 것인가.
● (b) 선거구 조정에 있어서 현재 복역중인 수감자를 이전 거주지의 주민으로 간주할 것인가.
● (c) 연방 인구조사가 시민권자가 아닌 거주자를 포함시키지않을 경우, 주 정부는 그러한 거주자를 포함할 것인가.
● (d) 상원의원 선거구의 경우 블럭 온 보더 조항을 삭제할 것인가.
● (e) 주 상원의원 수를 최대 63으로 제한 할 것인가.
● (f) 선거구 조정 시기를 앞당기고 효력이 없는 표현을 삭제할 것인가.
