19지역구 시의원 선거구 새롭게 재조정해야 한다.

뉴욕시의회 선거구 재조정 위원들에게 증언하고 있는 노채원 프로그램 코디네이터

2012년 8월 21일, 시민참여센터는 뉴욕시의회 선거구 재조정 위원회의 퀸즈 공청회에 참석, 한인사회의 뜻을 전달하는 증언을 했다.

오후 5시부터 9시까지 진행된 이 공청회는 뉴욕시의회에서 뉴욕시 5개에 보로에서 주최하는 것 중의 하나이다. 

그동안 시민참여센터는 Asian American Legal Defense and Education Fund (AALDEF)와 함께 현재 나위어져 있는 베이사이드 지역을 하나로 묶어서 19지역구에 한인밀집 선거구를 만들기 위한 논의를 진행해왔고, 이날 시민참여센터의 노채원 코디네이터가 그 내용의 정당성을 요구하는 발표를 하였다. 

현재 뉴욕시의회에서 지지하고 있는 선거구 재조정 지도는 한인 밀집구역중의 하나인 베이사이드를 의회 19지구와 23지구로 나누고 있다. 그러나 AALDEF, 시민참여센터, 등 여러 시민단체들은 지역주민의 특성에 따라서 선거구 재조정을 만들어야 한다고 주장하였다. AALDEF의 지도는 베이사이드를 두 선거지구로 나누지 않고, 베이사이드 전체지역을 19지구에 포함시킨다. 한인사회의 정치력을 한 지역구에 집중해서 정치력을 신장시키자는 시민참여센터의 의도가 담겨있다. 

노채원 프로그램 코디네이터는 뉴욕시 선거구 재조정 위원들에게 같은 생활권이면서 한인들이 밀집한 배이사이드를 더이상 나누지 말고 하나의 지역구로 만들어야 하는 것이 지역의 특성에 맞게 선거구를 재조정해야 한다는 연방법에 맞는 것이다라고 하였다.

이 공청회에 시민참여센터 노채원 코디네이터, 한예준 인턴과 박창우 인턴이 참석하였다.

그러나 배이사이드 지역구 가 23지역구에 불리 되어 있는 관계로 아시안 밀집지역으로 만들기 위해서 시민참여센터는 아래와 같은 새로운 선거구를 요청하였다.

TESTIMONY BEFORE THE NEW YORK CITY REDISTRICTING COMMISSION

August 21, 2012     Queens Library at Flushing

   Good Evening! My name is Chae No of the Korean American Civic Empowerment (KACE).  KACE is a nonpartisan non-profit community education and advocacy organization devoted to empowering Korean American and Asian American community in New York City.

   On behalf of the Korean Americans in Queens County, KACE urges the Redistricting Commission to recognize the Asian American Legal Defense and Education Fund’s neighborhood boundaries as Asian American’s Communities of Interest (COI) and keep all Asian American COIs undivided.

   A COI is where residents have “actual shared interests” or some “common thread of social, economic or political interests.” Keeping a COI together is one of traditional districting criteria. Also the New York City Chapter mandates the Redistricting Commission to keep COIs intact.   

   KACE and many Asian American community organizations provided information about each ethnic community’s social, economic and geographic boundaries to draw the neighborhood maps. AALDEF already submitted the maps of neighborhood boundaries that KACE strongly supports.

   Among COIs, KACE and the Korean American community are especially interested in two neighborhoods: Flushing and Bayside, where Korean Americans are concentrated. Most parts of the Flushing Asian American COI is included in Council District 20.

   However, the Bayside Asian American COI is divided into Council District 19 and 23. KACE respectfully recommend the Redistricting Commission to include Bayside COI into Council District 19 without any division because Asian Americans in Bayside COI are sharing characteristics of racial composition, ethnicity, language, limited English proficiency, immigration experience, settlement pattern, voter registration, and schools with Council District 19.

Again, KACE strongly urges the Redistricting Commission to recognize AALDEF’s neighborhood maps as COIs and include Bayside Asian American COI into Council District 19. For your convenience, we have enclosed AALDEF’s Queens neighborhood maps.
